MEETING NEIGHBORS

Donald Abrams and I made some rounds of the residents last night till dark, to fill them in on the home owner's association board and Donald's representation as one of us. We have many more homes to go.

I am heading the information committee (big surprise, huh?) and as such we will attempt to engage residents to a much greater extent than communication has existed till now. As I wrote before, this info will be much more private than what's here on the Blog, which will remain more a general mix of lighter fare (since the public can see it.) Better communication will help bring us together and ease what may have been certain concerns or tensions.

Donald's goal is to bring much more sense of community into our neighborhood, and from what I've seen, he's perfect for the job!

We hope to increase socialization among residents and help grow this beautiful area into an equally impressive neighborhood of friends. Some of the distances between occupied lots tends to preclude that without a catalyst. Donald is that catalyst.

TRAFFIC LIGHT

Yesterday, HOA President Steve Yetts, Pam Chandler, Don Bosse, Joe Heimlich and homeowner rep Donald Abrams met with County Commissioner Gerald Dougherty and a woman from Rep. Terry Keel’s office for an hour and a half. They discussed the traffic light, road re-configurations and other safety considerations. More detail will follow in an e-mail to interested home and lot owners.

Note: We are almost at the point when certain information will have to be sent directly to owners rather than post in a public forum. The information is more private than sensitive, but in an effort to do the right thing, this seems to be the best course of action. More on that and how to be certain you are on the list in the very near future, here on the blog.

The blog will continue with general information and communication configured as it is now.

I asked Donald Abrams to give us a little background. I think you'll agree we are lucky to have him represent us.

Why did you step up to join the board?


I have always felt that public service is something inherent in me. In prior communities that I had resided in, I wanted to make the situation as best as it could be. When Shirley and I bought in Spanish Oaks we joined the vision that was offered. I want to make sure that the vision is carried out and that each homeowner has a voice. Therefore, I felt that this was the least that I could do to ensure that we are heard, that the vision comes true and that living here is all that we want it to be.


Have you met with the rest of the board yet? (How often do they meet?)


Actually, as I write this I am preparing for my first meeting with the Board today. At that meeting a timetable for future meeting will be discussed.

What is your sense about how S.O. is progressing?

With the change to Discovery, we have stumbled a bit. However, I do not think that we are very far from the original course chartered. I am seeing some things that are very positive. Some light (not nearly enough) at the entrance, changes to the landscaping and fencing protection to the lots that have been built out. We need to improve the communication to the members so that everyone knows what is happening and why and how to deal with any other setbacks that might arise.

What do you see as the major issues facing us all?

Safety. The single largest one is the stop light at 71. We have a meeting scheduled with some of the county leadership. However, we all know that there are a number of tangents to this issue that are, if you will pardon the pun, stoplights in the road. Ranging from space to salamanders to money; all has put the brakes on this topic. I know we were all told stories of any month now, and that is not the truth. When our security vehicle is rear ended we know that there are issues. I will make sure that we continue to do all that we can and that every one has all the information concerning this topic. This will make our little slice of the hill country the place every one wants to be. We all have to be cognizant of those things that keep our property values where we want them to be.

Are there any opportunities for residents to become involved in ad hoc committees?

At this point, I cannot answer that question. However, I believe that I will have an answer by this weekend.

Can you give us a feeling for any timetables for improvements, builds, etc., from Discovery Land's plans?

Not as of 10:07 Tuesday April 18. However, I personally plan to knock on every door and introduce myself and leave my e-mail address with each homeowner. Hopefully I can get this done by the end of the month. This is easy to say when there are less than 100 homes on property. But I will make myself available to each homeowner. My cell is 512 750 5900. I have no problem with anyone calling to chat, kvetch, complain, point out an issue or whatever to make this a better community. I cannot guarantee that the answer is the one that you will want to hear, but there will be an answer as soon as I can deliver one.

Anything else you'd like to say?

I am pretty stoked about living in Spanish Oaks. I have met a good number of my neighbors and have made and am developing more friends than I could have imagined. Harry and Faye are a hoot! Heather and Jim are super. This makes me think that for all the folks I have not met yet, there are even more good people to be friends with. We can develop a social circle that the neighbors can participate in, (I am a big fan of pot luck block parties) and I think that the SOHOA can sponsor events for the neighborhood that will make everyone proud to have the acorn sticker on the windshield.

I look forward to more time on this blog, more time speaking with all of my new friends, neighbors and those who will be, because I have yet to meet them, my new friends and neighbors.

FUTURE NEIGHBORS

Hi Bob,

I just wanted to say hi and let you know that I totally enjoy reading the blog. Gary and I are very impatiently awaiting the construction of our home, which will most likely begin sometime next year. It is still in the planning stages. We are waiting for two more kids to graduate high school in May before we really get going on it.

We are not world record holders of any kind (unless you could qualify fine wine consumption as an event). But hopefully we will bring something of value to the community!

When school is out in June, we are going to put our house on the market, and begin the exodus to Austin as soon as it sells. We are looking for a place to live temporarily (I hate to mention the apartment monster, but it might be an option for us if the timing is right).

We do not plan to cut down any Spanish Oak trees as long as we can help it. We are thinking Hill country Tuscan for the house and want our home to complement the neighborhood beautifully so don’t worry about us spoiling things! We are hearing a lot about Musket Rim houses on your blog. This is cool because our lot is #7 on Musket Rim, which is at the top of the turnaround facing the preserve next door to, I believe, the Pigfords? Is that right? Last time we looked at our property, the house just west of us had poured the foundation. Is that the one story people are saying looks so nice and “floats above the property?” COOL! That is what we want too.

We wanted a social membership to the club but we will make our own social activities if they don’t want us, and to be honest, we really couldn’t care less if they don’t. Hopefully we will fit in just fine.

We look forward to living at Spanish Oaks, and we are glad that we have a way to keep abreast of the goings on until we get there. Thanks for making the blog!

ANOTHER SNAKE FOUND - COPPERHEAD !!!

Hi Bob,

I happened upon a snake early this morning. Luckily it was dead and the dog and flashlight spotted it before I landed on it. It was on Musket Rim around Mondadebo Cove -- not sure on the correct spelling. I sent some pics via Shutterfly. It could possibly be a copperhead, or just an imposter. Maybe somebody could identify it so we can all be better educated.

The copperhead is a small hemotoxic reptile classed closely with the water moccasin. The Broad-Banded subspecies is found in western/central Texas, Oklahoma, and Kansas living in both lowlands and hilly areas.

It is characterized by the rich "new penny" copper colors with wide alternating bands that extend completely around even the underside.

They exhibit a tenacious personality when approached and are extremely well camouflaged in nature so that they are usually quite close at hand when finally spotted by those in the field.

ANOTHER SNAKE FOUND IN A GARAGE

Different garage, different species. (thamnophis proximus) Not poisonous. But warn your kids and watch your pets! Sure as shootin' there are some of the 4 poisonous-in-Texas species out there somewhere.

And in tonight's news... A WOMAN WAS BITTEN BY A RATTLESNAKE in a potted plant at the Lakeway Home Depot.

ANOTHER WRECK AT EAST ENTRANCE

If you happen by an accident at our entrance and can get some space to maybe snap some pictures on your cell phone, please do. It can add up as evidence to present to those who can maybe finally address our safety issues.




One thing we can count on - with the apartments going in, this community building out, and the development farther west up 71 (1800 homes if built!) - and the two new shopping centers PLUS the build out of the one we have now, traffic is going to be MUCH worse in the years to come.

Thank God for the sense to remember the "3" steps.

Read and Learn!

Sometimes symptoms of a stroke are difficult to identify. Unfortunately, the lack of awareness spells disaster. The stroke victim may suffer severe brain damage when people nearby fail to recognize the symptoms of a stroke.

Now doctors say a bystander can recognize a stroke by asking three simple questions:

S *Ask the individual to SMILE.

T *Ask the person to TALK, to SPEAK A SIMPLE SENTENCE. (Coherently) (i.e. . It is sunny out today)

R *Ask him or her to RAISE BOTH ARMS.

NOTE: Another 'sign' of a stroke is this: Ask the person to 'stick' out their tongue. if the tongue is 'crooked', if it goes to one side or the other, that is also an indication of a stroke.

If he or she has trouble with any one of these tasks, call 911 immediately and describe the symptoms to the dispatcher.

A cardiologist says if everyone who gets this e-mail sends it to ten people, you can bet at least one life will be saved .

JACK VISITS




It's that time of the year! This bad boy or benign boy (and non golf-club member) replaced Terri's car today in the garage. I will name him Jack Abramoff.







With the help of neighbor Malcolm Pigford, this snake has been identified. Eastern Hognose Snake: Heterodon platirhinos: A shy and harmless snake.

EVENT OFFERED

David Tennant and I would love to host/co-host an event for the neighborhood.

We haven't had the opportunity to meet everyone and feel that this is the right time of year to have a party -- before it gets too hot!

PAM CHANDLER ANSWERS

I had posed some questions of Pam. Here is her reply (along with my queries synopsized).

Sprinklers in one area were on all day while it rained.
Re: the sprinklers, the rain sensors malfunctioned and were being checked out yesterday. However, due to the rain we've had and what we expect, the irrigation has been turned off for this week and probably next week.

Realtors unable to access area?
Per the access control policy I sent out to all owners in February, there is no problem with realtors getting in to Spanish Oaks, as long as we are notified of a showing. The Board has adopted a policy that open houses may only be held on a "by invitation" basis; this is to maintain the integrity of our neighborhood so that we don't have 200 or more "tire kickers" in Spanish Oaks every Sunday afternoon. By and large, anyone looking for property in this price range isn't going to be out visiting open houses on Sunday afternoon.

Muddy streets.
Discovery is still paying for street cleaning, and I'm sure it will be done next week once the rains have stopped for awhile.

What is the mechanism by which our homeowner rep on the board interfaces with them and HOA?
Donald will be interfacing with me on a daily basis, and with the Board periodically. He is more than willing to take calls from homeowners to discuss their issues, and has already begun to receive same.

I just mailed out quarterly billings, and included a kind of "update letter" with it, so that should cover most questions.

PICTURE IDEA

Donald Abrams had what I think could be a great idea - that we post names/pictures of residents here so that neighbors can place the faces with the names when we see others out and about. For obvious reasons, and due to the fact that the world can access this site, I don't think children should be included. But if you send me your pictures, I will post them, or even build another blog where they'll sit, with sufficient response. I'll even offer to take them for you if we can coordinate a good time.

Or maybe the directory can include them?

I am going to attempt to try to clear up some misunderstandings.

Discovery has not said there would never be social memberships. Some of their clubs do have social memberships. But, right now there is not anything to be a social member to. We are eating in a tent and the kitchen facilities are in a portable building. Don't get me wrong, this has not prevented them from making some amazing meals, but it is certainly not an ideal setup.

The swim center and fishing hole are both going to be part of the HOA, not the club. Steve was eager to talk about this and had all the boards to show this off at the HOA meeting, but it didn't seem like that many people were paying attention by the end of the meeting. They should be opening next summer 2007 as will the road to the club.

The Austin Tennis Academy is not part of Spanish Oaks. Anybody can get a membership there.

Hopefully more people will fill out and turn in their questionares for the directory. As of yesterday, Pam had only recieved 20 and was hoping for more before she compiles the info.

Spanish Oaks did not change it's name. The golf club has always been called Spanish Oaks Golf Club and the community has always been called Spanish Oaks at Bee Cave.

Yes the lot owners/residents are not going to be invited to any more of the events through the golf club -- unless you are invited by a member. Why not just be happy for the invites in the past instead of complaining about not being invited now. The golf club is separate. If we are to have social events for residents it needs to be done through the HOA. Which also means it will be paid for through our assessments -- the past freebies were paid for by the golf club. Is anyone interested in heading up some social events?

Hope this clarifies some of the misunderstandings that were festering out there.

SOCIAL MEMBERSHIP DESIRED

Hello Bob,

On the subject of club membership and exclusion from activities...we would certainly welcome the opportunity for a "social membership". In fact, when we were first shopping lots/homes in this area, we were told that this would probably happen when the swim facility was complete. The swim center was a big part of our decision to buy here. There are other clubs here in Austin that offer separate memberships which often include tennis, swimming and club/spa facilities.

It is a bit awkward that our builder has asked us why we don't attend the Thursday night happy hour, saying "...everyone is there". I guess this means we aren't everyone! Which is sometimes a compliment. Interestingly, he is not a club member. Obviously, exceptions are made.

Please feel free to post any or all of this message and thanks for your thoughts.

By creating a two tiered system, i.e.: Golf club members and non-golf/non-members, the sense of community is endangered and the early believers who don't golf are penalized for their forward thinking and 'brochure belief.' In our view this is a mistake.

Discovery Land must know that existing owners can be the best salesforce for their 'product.'

At every party or get together we've been to in S.O., the buzz about Discovery has been a hot topic, and honestly, it hasn't been happy talk.

Some say that realtors have 'blacklisted' S.O. due to the difficulty of showing it to prospects. We can't confirm this, but the feeling is out there.

As Terri points out, this is the first property they bought into after it had been in process, so perhaps that changes the way they operate versus their normal model.

I welcome their use of this forum for their input and communication which I feel would go a long way toward easing some ruffled feathers. Don't know why they avoid the opportunity. Thousands of views mean that this blog has a significant reach. I would think much deeper than the relatively few sales 'tours' we've seen.

I sure hope the social center they are planning, here on the East side, is not members only, or that a social membership is offered.

Believe me, if I play golf there will be lives endangered. On the plus side, there'd be dozens of new golf balls lost and free for the picking. I don't even want to think of the atomic divots I'd leave in my trail.

We need a social membership and not at a sky-high price as there should be some reflection of its intrinsic value.

At least two more homesites are being cleared on the East Side, one up the hill (beside the Tenant's existing home) you see from the roundabout at Spanish Oaks Boulevard, another tucked in a cul-de-sac off Musket Rim.

In our opinion, the single story home at Musket Rim and Paraiso is really impressive as it appears to float over its property. Stone is up, roof is on - a very nice job! Can't wait to see the final look!

Paul and Tanya Streeter's personal home is also in early stages... a really interesting layout from the imprint. Last we looked the concrete hadn't been poured yet.

The "French Chateau" on lower Musket Rim is a large property and a huge house with an existing outbuilding. They recently cut down maybe 2 dozen smaller trees which I miss, but it's their property. Hope they don't go turf-crazy! This is a property that is embraced by S.O. but appears to actually be part of the Preserve.

Kevin and I were sickened yesterday to see that the new neighbors across from us on Musket Rim have had a tree service cut down all the gorgeous Spanish Oaks from the property.

The undesirable cedar (Mt. Juniper) had already been cleared from this property and most of what was left provided nice screen and beautiful fall color. At this point, I am not sure if they have an ignorant tree service, or if they lacking information and actually asked that this task be performed themselves.

In case anyone is new to the area and doesn't realize why this community was named Spanish Oaks, the Spanish Oak (Quercus texana/) is 15-30' native, deciduous tree with brilliant fall colors. It is cold hardy adaptable to full sun or partial shade and is drought tolerant.

Because it sometimes has a rough, gray bark and no leaves in winter, someone not knowing, may mistake it for a dead tree. When in fact, it is helping to let the sun in to warm your house or yard in the winter, then providing excellent shade to cool your house in the summer. The biggest surprise comes in the fall with the stunning orange-red to maroon color it provides.

It is too late to do anything about the trees that have been lost in our view across the street, but is there something we can do to prevent this from affecting some of our other neighbors? We will report to Pam but not sure if this is even a DRC issue.

ANOTHER ACCIDENT

At about 9:30AM today. Appears that a car went off road directly across 71 from the East entrance, and somewhat down into what might be a ditch. I didn't see another car which appeared to have been in the accident and have no idea what happened. When I came upon it, police had traffic stopped and a firetruck was on scene along with a flatbed tow truck. Couldn't see any damage or injured. I have to admit I was very worried that a friend/neighbor might have been involved. Too worried to even think about snapping a picture with my cell phone.

From the angle, it didn't appear the westbound car just went off road there, slipped the lip, as it were. It appeared it shot straight across from the driveway, but it was hard to tell.

Right. The Golf Club haves are invited. The non-member have nots are not.

No more S.O. activities for have nots.

Wonder who will be allowed into the ol' fishing hole?

It would be nice if this were communicated from someone 'in charge', but maybe only the haves got the word.

Forgive me. Looking at this picture I realize the bull could easily escape/expand his reality by simply rushing the fence. But why would he? Food and ladies are provided for his dining and dancing pleasure.

NEW SALES OFFICE




This is the new West Entrance side Sales/Information office. I doubt if many of the residents or absentee owners get over that way so I thought you might like to see it.




There apparently has been quite some effort put into adding trees along the roads there. No new guard house yet, but it is planned so the Tennis academy folks can go without passing one.

FA LA LA LA LAAAAAAA

I think they've taken as many Christmas lights down as they are going to - a high ring of them still circles the Guard Shack on the East Entrance, but it's an improvement. How many times do you look up that way? Baby step forward.

Irrigation and fresh dirt has been laid across from the old sales office - in an area which used to be used for parking. Another step forward...

Do cub scouts still earn badges by doing things like... picking up trash in their communities? Seems like a lot of bottles and trash is scattered about the various worksites, or near them... these are in places where the grass cutters can't simply run over them and shred em up. Heck, now cub scouts probably study Nuclear Power. Wonder if that badge glows in the dark?

CHANGES

Gotcha! I have been told the Christmas lights will come off the East Gate House and burnt out floodlight bulbs will be replaced at that time (the ones that have turned the mailbox area into some shadow world.) Also I read that all those workers who park between the wooden fences and the building envelope will have their builders fined, and the builders will also have to re-flora-size (my term) what they turn into tire tracks.

Isn't that dull?

What can I tell you? There's been little news and no contributions of material to the site lately. Things ARE greening up... not news, but nice to see!

Today I counted 16 vultures riding the wind and... circling something? "Oooo ooo Scary, boys and girls. Very scary." (*Count Floyd, SCTV.)

Tout Fishing in America: We use ABC Pest control services and their rep/agent/debugger RICHARD is a joy. He cares a lot. I find that rare, in my experience. In Houston (The Woodlands), we always had a different guy each visit (same company - not ABC.) They all had facial ticks or twitches and swore the chemicals were safe. If you go with ABC, ask for RICHARD as your guy.

SPRING?

Well darn, we've had spring all winter, and especially yesterday and today with temp in the high 80s! I notice several small trees around lower Musket Rim and Paraiso Parkway with pink blossoms happening!

Plus, the various almost-finished homes are being landscaped now and that's a treat! The Streeter home is in process, and the Duncan home just up the street is just finished. VERY nice! The Duncan home across the street (we call them Duncan2) was done a little while ago and IT too looks fabulous.

Shirley and Donald on the back of Musket Rim had a landscape crew for weeks - maybe months - and they meticulously placed everything - the final result is wonderful. I can't wait to see it in the blooming period. It's a showcase!

Over here at stately wood acre we planted at least a million wildflower seeds and it'll be interesting to see what, if anything, comes up. They say that the first year is the worst and I can attest from our experience elsewhere that's exactly true... so it sure looks like some beautiful properties are about to sprout here in our slice of life.

IT'S THE DETAILS

Four of the ten lights above the mailboxes are burnt out. And yet we are led to believe that someone rides the property every few nights to check on things. Could it be more obvious? (Yes, all 10 could be burned out.)

And they cleaned the mail area but missed the window well grunge (too short to see it is my guess.)

Have you ever stayed at a fine hotel? They get the big things right - atmosphere, accoutrements... but also the little things that make you feel so good.

Wouldn't you think that, especially in the sales mode, it'd be even more important to get the little things right for Discovery Land?

ACCIDENT EAST OF HERE

This afternoon there was some sort of accident up the hill immediately east of the east entrance. I couldn't see that far for specifics, but there were many flashing lights from emergency vehicles.

Here's a thought - once the apartments on SH71 are built just west of our east entrance, turning left out of the east entrance of S.O. will become more difficult as there will be another source of cars below the "last" light farther up the hill. In other words, NOW we get a pulse as that light goes red. But once the apartments are in, the flow should be more intense and less pulsed.

Also by then, with more stores in the mall, when the flow is stopped by the red light on 71, that will give a green light for traffic from the mall to come east.

Anyway you look at it, more traffic is in our future.

PET OWNERS BEWARE

Jim Lay writes:

Coyotes took out our 15 year old cat yesterday in our back yard. It was very brutal. Body parts left behind. It happen during the day between 2-4. Be on the watch for small pets. There were never any coyotes out here when I was growing up. I guess the S.O.S. type people are to thank for the wonderful animal that we now have to deal with. One of the builders told me he has seen them hunting in the day time around the creek. I propose the formation of the Spanish Oaks hunting club.

I've seen big and little dogs run loose in the neighborhood and can't help wonder what critter they might encounter. Do they have a natural avoidance of poisonous snakes?

CHRISTMAS LIGHTS AT EAST GUARD GATE

Why don't we start a pool on when they'll come down (if ever). The money we collect could go for a serious mailbox area cleaning (like with a pressure washer on the walls and windows.)

Or maybe we should have a 'volunteer day' when we all collect trash and debris and then "party" it down to just outside the sales office.

I fear I can come off as arrogant but I think it all goes back to early education - when I was taught the importance of integrity and truth, and then age amplifies some of those issues, like what an upscale community should be and how it should behave.

SLIDE SHOW

A very nice slide show of development was in our inbox upon return home. Happy to see that Discovery has finally decided to try to turn some positive vibe their way. You can tell they are very much into Golf - after all - they 'do' premium upscale GOLF communities. Maybe that's why so little effort has seemingly been placed on other things so far.

Also good to note that several items (debris, mainly) I previously listed have been taken care of, or appear to be in the works.

It does seem that compared to the West entrance, the East side has been somewhat neglected so far, but we'll see what the next little while brings.

The run down white boards on the cattle pen/field look terrible on our entrance. I realize it's not Spanish Oaks property, but why would any property owner refuse an offer of new ones?

... and have you noticed the land clearing for the apartment complex on this side of SH71? It's a biggie!

Back after 10 days away...

For the past week or so, Terri and I chartered a sailboat out of St. Lucia.

We are happy to be home in S.O. after a very late arrival last night.

Which was after --- Ferry-Taxi-Jet-Jet-Jet-CAR* and there's a story on the car I will share with you. We found a WONDERFUL car service* - he's also available for other concierge efforts. I am so impressed, that I will make a link for the side of the page. Believe me, if you take a taxi to the airport, you'll love his new BMW and perfect service. I doubt you can find better!

He met us here at 4AM the day we left and even though we were an hour late arriving back (at about 11PM last night,) he was there at the airport waiting for us.

I'm a ROADRUNNER, baby....

For the last 2.5 years, a family of road runners has been visiting our Spanish Oaks job sites up on La Barzola Bend. The birds live somewhere in the hilltop park directly across the street from two of our homes. I literally see these road runners almost every time I go to work. They hang out in the park and the adjacent lots and really seem curious about all the construction activity. On a couple of occasions, I’ve actually caught the birds inside our homes wandering around and just checking things out. Today, I took a camera to work to take some photos of our new home and saw the birds cruising around the job site as usual. I was able to get some pictures and I’ve included a couple of the bird photos below. So, if you’re ever walking near La Barzola, visit the Road Runner Park by going up the trail along Terramundi Terrace. Let me know if you see the birds.

From the NEWSLETTER

By now, most of you are aware of the new partnership between Discovery Land Company, Hillwood Development and CCNG. All of us on the Spanish Oaks team are excited about this new relationship and look forward to the next few months. We are already seeing improvements around the property, and have upgraded our Security staff and systems to enhance your community experience.

The privacy of our residents is a primary concern. Accordingly, we have engaged a new Security firm Izon Security that specializes in service for upscale, private and gated communities such as Spanish Oaks. We've hired an entirely new staff of gate personnel, expanded the hours for Security, and added a Patrol Officer during construction hours.

You'll be pleased to note that the Patrol Officer is keeping an eye on construction sites, traffic, parking, mud on the streets, etc., and is making sure that work crews do in fact enter and leave the property at appropriate times.

As part of our new Access Control system, all owners are asked to provide an authorized Access List so that the Gate personnel know who and when guests and/or contractors, deliveries, etc. can be admitted to the property.

The HOA has a new Manager!

Pam Chandler has been retained by the Board of Directors to manage our association, She serves on the Design Review Committee, and is available to answer any questions or concerns you have.

Pam can be reached at 533-2365, or via e-mail to pchandler@spanishoaks.com. She can provide information on the property, architectural issues, the status of your account, and anything you need as a property owner in our community.

Spanish Oaks Association Directory

As more residents move into the community, it's time to start gathering information for a resident directory. A directory is a great tool for owners who want to meet their neighbors, be involved in social activities, find babysitters or tutoring services, etc. Participation is strictly voluntary, and any information provided will be distributed only to Spanish Oaks residents.

A directory information form is on page 4. You can complete and either mail to the Association (13453 Hwy. 71 West, Bee Cave, TX 78738), drop off at the East Gate, Fax to Pam Chandler at 421-8525, or e-mail to us at hoa@spanishoaks.com.

Pam will gather the information and produce a directory for all those participating. We'll do periodic updates as new neighbors move in.

In the meantime, please feel free to contact Pam with suggestions for social activities or gatherings. Please return your completed form by February 25th!

The Board of Directors has decided to appoint a homeowner to serve in an advisory capacity on the Board. If you have prior experience as a Board member, or have an interest in learning how an Association operates, please contact Pam Chandler at 533-2365, or via e-mail to pchandler@spanish-oaks.com to volunteer.

Applications will be accepted through February 25th, and the Board will then review the candidates and make a selection.

scheduling a meeting with the engineer responsible for Hwy 71 traffic issues. The meeting is being scherduled for mid-February, and we'll report on our progress.

OUR DISCOVERY

Since Discovery Land came in on this development, we see little if any change in the following areas: If you feel differently, please add your comment.

1- Trashy worksites.

As I write this there are three homes in construction or just finished at the bottom of our street (Overlook Pass) - one, now occupied, has a large pile of trash on the front (street side) of the property. The trash has been there for at least a week.

The house across the street from that has trash scattered all over the lot - oh - sorry - "the building envelope." They also have a loaded dumpster.

The third home passes muster.

2- Christmas lights.

They're still up at the guard house. Or maybe it's being converted into a cheap restaurant.

2a - Lights

At the guardhouse are still on in some daylight hours. Last we heard someone was looking into that.* Just like someone was "looking into" which state reps to contact (for a year, since last HOA meeting in 2004) about Rt 71 - I looked them up in 30 minutes and posted.

3 - East Gate Mailbox area

Is just ridiculously dirty. Filthy. In this premium community? WAY out of place. This was brought up in our meeting. Why hasn't there been action?

What bothers me most are the resassurances we've been receiving that someone in authority rides the property to notice such things. If noticed, action takes WAY too long. If UNNOTICED there's simply no excuse.

Unless I read the "room" wrong, which I admit IS possible, I think Discovery Land needs to understand the low regard they have placed themselves in, due to their lack of communication and apparent inaction. Yes, the lot prices went up. That means nothing to someone who plans no sale, to stay here. Their stewardship is 1) lacking and 2) disappointing. And assessments went up. Yet it seems like there is LESS attention and ROI on that money now!

Personally I can wait for a fishing hole. I can wait for new offices. I can't wait for a filthy mailbox area to be cleaned or attention to normal detail which is sadly missing here in our slice of paradise.

PHONE WOES

When we moved in a year ago, if I remember correctly, we were told SBC didn't have access to S.O. We went with Time Warner and RoadRunner. We didn't have a choice. But now I wonder if anything has changed in the new partnership?

Does anyone have hard wired multi-lines? Or service from some other company?

I DO have both fax and phone on the same Roadrunner line - it took some doing, but it works fine. A resident has raised the question anew so let me put it out there for all - are we forced into phones with Time Warner or is there another option now?

(Of course there's always cell service, but that doesn't work for Fax, does it?)

ATTEMPTED CHILD ABDUCTION - IN THE PRESERVE

Early Friday evening, a white male in a car attempted to abduct Ben Savrick between Marilyn and Bill Stephens' house and John Borek's house on Texas Wildlife Trail. The man told Benjamin that his father had been injured and that Benjamin had to go with him. Ben knew this man was up to no good and shouted "No" to the man and ran home to tell his parents. Thank heavens Ben knew exactly what to do.

Comment: This was initially confusing due to the name-alike Barton Creek Preserve. Still, with the influx of small children into S.O. as new families join us, we all should be aware of who we see on our grounds. Hopefully our guards will do their part is helping preserve the safety and security of our slice of life.

Maybe there are layers of approval necessary. Maybe the printer ran out of ink. Our newsletter, anticipated to mail Friday, has not yet arrived at the wasp-nest mailboxes.

I am amazed at the bad job of communication Discovery Land is doing. Since communication is, in its own way, the most 'visible' form of their stewardship, wouldn't you think that would work best for them?

Why not use this blog? No printing, no mailing, no design necessary. An open avenue of communication: to supplement or compliment what we have now, or what is in the works.

Now, with even more anticipation, the newsletter will have to live up to some pretty high expectations.

Although, most of our energy was put into voicing our frustrations... did you see what they had planned in regards to the swimming hole/pool. In 18 months, I feel certain that we are all going to be glad that we choose Spanish Oaks.

Security is a huge expense, please take the time to report on them. Let Pam know if you notice working hours not be adhered to, construction workers coming in through the resident gate, etc. Stop and tell the guard if someone is trying to slip in behind you. Let the guards know you are watching them. If you see one of them going above and beyond, report it. Let us not just become a bunch of complainers.

HOA is not paying for the landscape improvements, only the maintanence.

They are working on irrigation issues.

Hopefully with someone on the board we can be assured that the reserve is being used properly and not covering costs that should be developing costs.

They would not commit to a ceiling on the assessments. You have to give them credit for not giving us the answer we wanted -- I can assure you that 6 months ago we would have gotten an answer.

ANNUAL HOA MEETING


Pre-meet socialization.

A good turnout - standing room only. 3 of the 4 directors plus Pam Chandler (HOA manager) were present, a quorum. One director was missing due to a new baby in the house. Home and lot owners were represented.

Last year's unaudited numbers were reviewed.

Questions were raised about the increased cost of the security line. That was attributed to increased "coverage" - more hours of duty, plus the roving guard who is charged with overseeing construction workers on site, and helping to insure they leave on schedule at day's end.

There will soon be E mail availability to both guard shacks and also Pam (and she'll also see all E mails to the guards.) Several homeowners felt the guards were too lax. Others felt they had improved over the last set, which were workers from the golf club and not part of a security company. Pam asked that when someone sees a problem or is dissatisfied with the security that they contact her.

Forms were handed out to list regular visitors so they can tighten the flow at the gate.

Some discussion took place about the raised assessment with no representation on the board. The board won't be handed over to be run by residents till the last lot is sold (projection: 4 years. About 260 to go.) A point was raised that there is nothing to prohibit the board from including a homeowner representative.

The dangerous intersection at the east entrance and 71 was discussed. It was said the best thing we can all do is contact our legislators and let them know our concerns. Within a few days I will post the contacts here. Discovery is trying to figure out other possible configurations.

Issues to hurdle: speed limit, rear ender possibilities coming east over the hill (possibly hitting the rearmost car waiting for a new light to turn.) Barton creek bridge apparently cannot be widened due to environmental concerns.

There will be apartments built (not affiliated with S.O. between Lowes and the east entrance.) 293 units. I believe ground is about to break on that.

The rear road WITHIN Spanish Oaks, connecting the East and West portions will be closed till construction is complete - about a year and a half... Liabilities preclude its use till complete, so both sides' gates will be locked. When completed, it will also access a "fishing camp" and S.O. swimming pool (for all residents) and pavilion, fire pits and amenities, approximately halfway along the east-west road on a beautiful point overlooking the preserve.

The new west Guard gate will be complete in about 90 days and will be placed AFTER the Tennis Academy. Further, construction traffic will be halted and processed farther back, so residents won't have to wait for it to clear.

The sales office will move to the west side in February and will be outside the west gate.

There is no plan yet to offer social memberships to the Golf Club (I understand it is a requirement for new buy-ins.) It is being considered.

Terri raised the point of heretofore weak communication from Discovery Land and I later offered this blog as a mechanism by which they could communicate beyond the quarterly newsletters (one of which is imminent.)

Discovery revealed some of the plans for the various parks within the development and pledged that we'll soon see increased landscaping in the public areas.

The 4 Main Points of last nights meeting seemed to be:

1) We need to have a resident on the board. It seemed like the board was open to possibly allowing this.

2) The safety at East entrance. There is not going to be a quick fix for this. We need to make noise to our local Representatives, the Environmentalists and anybody else that could possibly help us with this situation. Please don't be misled into believing there will be a light there, chances are there will never be a light at "that" East entrance. The best we are going to do anytime in the near-term (3 years) is to get the speed limit reduced. Because of the hill, putting a light there could cause more accidents. In order to get a turn lane we would need to fight the environmentalists on allowing the bridge over the creek to be widened. Even if they allowed that to happen, it would be 2 years before we would see the end result. We may have better luck getting Spanish Oaks to relocate the East entrance.

3) Security represents 47% of our total expenditures. The security personnel need to know that we are watching them. They are accustomed to answering mostly to the sales office and it is all of our responsibility to make sure they realize that the residents are who they are here for. Any problems or concerns need to be brought to Pam Chandler's attention.

4) Costs of water represented 18% of our total costs last year. This cost is only going to go up with the addition of more landscaping. Evaluating our options on how/where to get the irrigation water in the future could save us huge amounts of money down the road.

Please think about what issues are most important to you and how you might want to get involved.

Dear Spanish Oaks Owners’ Association:

It took us a year to settle on what neighborhood we would raise our family in. I cannot tell you how many days we spent driving around, analyzing things and talking to people. What drew us to Spanish Oaks, and ultimately convinced us to settle here, was the idea of an upscale neighborhood where quality was more important than quantity. We liked the idea of homes having “a quiet, orderly, low scale presence and character, that blends into the landscape.” We liked the idea of buffers between homes, that would allow us to have privacy, and to enjoy nature.

Some of our vision has already been lost through the years as the “guidelines” were sacrificed for the sake of making sales. Even though the square footage maximums have been greatly increased, we are hoping that some of the other things that were going to make this a unique neighborhood will prevail.

When we moved in, in July of 2003, we still believed that the hike and bike trail would be completed soon, the park on Celanova was going to be more than just an open area, and yes the back road to the club would be opening any day – after all they did tell us that it would be open before anyone moved in and we did just move in. We even thought the now “Loews” shopping center was going to be cobblestone streets with boutique style shopping and dining with some professional offices above them. We’ve had our rude awakening and life goes on.

In regards to the letter dated January 3, 2006, please note the following questions and comments:

1) Who is on the Board of Directors? When will there be re-elections? How are our “the homeowners” best interests being kept in mind?

2) The increase in assessments to $2,400/year, represents a 267% increase from our original assessments of $900/year. Although we realized they would inevitably go up, we thought that we would see some benefits as they increased. Our idea of benefits would be community areas such as parks, pools or anything else that would make us a “real” community.

3) The last increase was said to have been mostly for the “gate-keeper.” That did not add much benefit for us homeowners as we were just paying for someone to open the gate and let whomever in. This should have been a “sales” expense as the gate-keeper was obviously here more to pinpoint potential buyers.

4) We appreciate the improvement in the access control to Spanish Oaks. However, unless the security guards are willing to stay off their bottoms, it is still very easy for someone to slip in behind a resident.

5) The roving patrol is a great idea for keeping the construction workers in line. However, when out walking children in the street, beware of the speeding roving patrol officer. They’ve also been known to “burn rubber.” Perhaps that cost should be absorbed by either the developer or the builders since it is just to keep the construction workers in line.

6) We are assuming that the increase in assessments is to cover the maintenance on the landscape improvements – not the actual improvements themselves? The letter was a little misleading. Typically landscape improvements would either be a development cost or a special assessment that was voted on.

7) An area that the new declarant can cut back on is water costs. For years, I have complained about the sprinkler system being on in one zone or another for hours on end. I have repeatedly been told that it was a very sophisticated system and that they were working on it. I hope that it has been resolved. Nothing is more frustrating than watching your money getting… washed away. Then having to watch the grass turn an ugly pale shade of yellow from being over watered.

8) In regards to the reserve, hopefully we will not be paying for the damage caused by and the wear and tear from the construction workers.

9) What is going to be the ceiling on our assessments?

It is great that all these wonderful things are “going” to happen in this neighborhood, but please don’t tell me how they are going to increase our property value. Our intentions were to settle here for good, not just make an investment. We’ve got a lot more invested here than just money.

AND ANOTHER COMMENT

Just received my first letter from the Declarant, Spanish Oaks, L.P. aka Discovery Land Company. It's no longer a rumor. Check your wallet. Guess they had to make the announcement before the annual meeting. I'm sure they will walk us through the numbers on the 12th Of Never.

Do you now feel more secure by having a roving patrol officer around the development during construction hours? Who is this serving? What is his job description? Who and what is he protecting?

Landscaping improvements: Isn't this a developer responsibility?. If the original landscaping wasn't good enough to begin with why does the association have to ante up?

Looks like the developer has deeded all the common areas to the association. Repairs: Who is responsible for damage and wear to the streets caused by construction vehicles? Check the roundabout curbing and trenched landscaping.

No reserve established for as long as the association has been created.........Well Hello!!!!!!!! Has anyone bothered to ask for the Annual Report?

Declarant will contribute to the reserve fund in 2006 in either funds and or repair to the Common Areas........ Why do they feel compelled to do so? What will be the amount of their contribution? Make the contribution cash to the reserve not in kind services.

These surely are exciting times.

A HOMEOWNER'S CONCERN

It will be interesting to see how much participation in the association's business Discovery Land will give its dues paying HOA members.

The association will have a developer controlled board until they decide to turn it over to the association members. That usually comes soon after the last lot is sold. What interest does DL maintain with their other properties on an on going basis?

The developer should begin preparing the residents to be in the position to manage the association when that time comes by having trained and competent residents on the board. The resident members must have representatives with strong financial and legal backgrounds. Running an association is a business first with social requirements a distant second.

We need to determine how DL has handled the association structure with their other properties.

Comparing other DL properties is not necessarily an accurate comparison. DL should have a long range plan that shows what projected association expenses will be 3-5 years out.

We need to learn when the common areas including the roads, gate house and other amenities are deeded over to the association.

Developers have taken it on themselves to quit claim their responsibilities to the association without notice. For example roads: It is apparent that the existing roads will need repair as the result of poor initial installation, damage caused by construction traffic, and the addition of excavation to upgrade utilities. Will the developer take the responsibility of turning the roads over to the association in good condition?

The association needs resident representation. Currently we have taxation without representation.

The developer has elected to provide 24 hour guard service at two entrances. This expense is one of the largest expense items for the association. Is this a self serving marketing ploy? Is the developer covering his portion of the costs?

The developer has elected to plant a drought tolerant grass that is being watered and mowed to excess. If one hasn't reviewed the past plan and actual expense for water you may be surprised.

HOA FEES QUESTIONED

What's up with the homeowner's association raising the monthly fee $50/month?
Let's get some chatter going about this on the site so we can address as a group at the 1/12 meeting.

Shouldn't this be discussed/voted on before they do it?
Is there a homeowner on the committee?

We need to find out what DISCOVERY LAND charges homeowners at other facilities. (VAQUERO in Dallas,etc)

My concern is: they will raise this fee proportional with the number of houses in the community, i.e...40 houses = $2400/year but when community is complete.....400 houses = $24,000/year.

Some of these upscale communities charge rates in this zone.

TXDOT RT 71 MEETING

The meeting was to discuss plans for 71 between 2244 (Bee caves Road) and 620. As such, there was no inclusion of our East entrance traffic light (possibility.)

One element that was especially interesting to see was the proposed bypass between 2244 and 620, which would go from approximately the Tire Store on 2244 to approximately Busters/VFW on 620. This bypass should help relieve the traffic at the intersections of 2244 and 620 at 71. It would include signals at both ends. I took some pictures of the map and if they are usable will post tomorrow.

That bypass will front the new shopping center to be built back there.

From tonight's meeting:

The proposed improvements (Summer 2006 to Spring 2007) on SH71 would include the addition of one through lane in each direction, deceleration lanes, turn lanes, a raised median from 620 to 2244, and correction of the vertical curve on 71 and 620 to meet the 45 mph design speed. One raised median opening on 71 is proposed within the project limits that would provide access to the central entrance drive to the Hill Country Galleria north of 71, and the central entrance drive to the Shops at the Galleria located south of 71. The raised median opening on 71 is roughly equidistant from 2244 and 620, and is located at a signalized intersection. Turn lane and shoulder additions are proposed on 620 and 2244. Additionally, curb and gutter would be added to 620 within the proposed project limits.





Above shows BOTH shopping centers if you look carefully, on the south (now) and north (soon) sides of 71 - Note the bypass toward the top of the north shopping center! It goes from 2244 to 620

ADRENALINE RUSH

Last evening after a great dinner, we were heading back to S.O. from the east, intending to turn into Spanish Oaks Club Boulevard. Traffic seemed heavy. I put the turn signal on as we started down the hill, to give plenty of warning. There appeared to be a clearing in the traffic coming down the opposite hill. I sped up to try to catch the gap, but by the time we got to the turn it had closed. We stop. I pump my brakes to remind the folks coming in our lane that we are stopped, and they start to peel off, one by one, into the other lane. Except that last car - which doesn't seem to notice we are stopped. The lights come up at a "they don't see me speed." I curse and floor it. My car accelerates very slowly. The car behind me finally 'gets it' and the looming lights dip a bit as if he's on the brakes. We go up to the shopping center and turn around.

Guess I won't die of a heart attack today. Or a rear ender.

Some thoughts: If you turn your wheels while you wait to turn and ARE rear-ended, the push will push you into oncoming traffic. If you do what I did, it now looks like your brakes aren't on (they aren't) and the car closing on you might just not notice your speed and hit you without slowing down. I should have left my turn signal on (or flashers.)

When we lived in California, freeway land of drive-fast-then-stop, there were many many rear-enders where people were killed. Maybe I'm overly sensitized. Right after we moved here we had a similar experience (though in daylight) in which the oncoming car was in a 4 wheel skid toward me... and wouldn't have made it. Luckily, I abandoned my turn in time, and accelerated from the point at which I would have been seriously smashed.

TxDot to discuss 71 in Bee Cave

There will be a public hearing January 5th to discuss Rt 71 improvements in Travis county. The hearing will be at the Bee Cave Village Hall (13333-A highway 71).

Open house at 6PM - there will be displays to see what's up.

Technical presentation will follow at 6:30PM, followed by public comment.

It seems that specifically they'll be addressing the area from 620 to 2244 (Bee Caves Road). Nothing slated to be discussed about our needed traffic light that I can tell.

ANNUAL MEETING

The annual meeting will be held January 12th at 7PM in unit #4 of Verde Trails... across from the office. There's a mail piece which will be out very soon with full details.

FIREWORKS

Somebody please explain how they can allow fireworks of any kind to be sold in a burn ban area in an extreme drought? What am I missing? Oh - no bottle rockets. Adult supervision. Safety tips. HUH????

PS: I LOVE fireworks. But I love my house (and yours) more.

FIRE ON MUSKET RIM!

A grass fire which stared at a construction site on the top of Musket Rim blew up into serious wind-whipped flames, Monday afternoon, which were then put out by the arriving Hudson Bend Fire Department. An occupied home was threatened, but not affected in the end. Nobody hurt, no damage of consequence.

But a warning! Especially as the fireworks stands tempt, it's VERY VERY dry. I don't know if the burn ban is still in effect - I would think so, but even so, you have to be EXTREMELY careful.

After checking, yes, the burn ban is still in effect.

54 grass fires in Austin last week.

MERRY CHRISTMAS!

So I'm not PC. Sorry. Happy Festivus then.

Every time I smell felt, I think of the green felt covering my Lionel trainboard that Santa put up under the tree when I was young. I could barely get to sleep when I'd hear him cursing loudly as he smashed his hand, or got a shock from the Plasticville interior lights that poked up from beneath the board.

We had early twinkling lights and they made little "dings" as they superheated to just below tree-torching temperatures, then would wink out. The whole tree-full made a sound like ice crystals should make when they form in the air on a cobalt sky day of sunny cold.

I would stare into the reflective balls and see the world wrap around itself. I still like shiny metal colors. I still like it when the world wraps around itself.

I'd drop a tablet into my train smokestack and the locomotive would start to puff. It would circle the tree endlessly, with my careful driving on the big transformer. Sometimes it would veer off the board at high speed and crash to the valley floor below. Luckily, it would miss the stack of presents which were on display there. I'd lean on the horn and it would remind me of the real ones I'd sometimes hear wailing into the dark, when the wind was right, off in the distance, right before I feel asleep, safe in my bed.

Sometimes I'd go back to the now 'empty' stocking hung with care and find another special toy hidden in the toe. That was great!

I loved guns. One of my favorite Christmases brought a ping pong ball gun. There was a picture of my dad showing a very young me how to shoot it. This was not my typical dad. Years later, after some drinking, he and my uncle stood in the ocean surf shooting 45s at the moon. How I wish he would have played with me that way.

Christmases are like a cavalcade of time and memory. Benchmarks for family, friends, joy, and loss. I hope they bring you peace and jubilation this year. And maybe you get your ping pong ball gun!

YEARLY MEETING

We'll get some sort of notification by mail shortly as the meeting will be in January. As far as I know, the owners of lots/homes are not represented but may attend. I plan to go and will report back here.

One thing I will voice, assuming they take input (I believe they do): who looks for enforcement of the rules and regulations? And then what happens?

Example: LOUD music playing again from construction crew down the street. Doesn't our drive-by guard notice? It plays all day.

Example: "Illegal non-standardized" for-sale sign from real estate agent. Doesn't our drive-by guard notice?

Who rolls through at night in the dark? Who monitors for floodlights way out of compliance shining all over everything? They make a big deal in the regs about light, even reflectivity.

Lights either burned out or turned off at the mail center/boxes. Who notices? There were at least 4 dark the other night. In a gated community of million dollar homes? I expect better.

It's a fine balance to strike: between management and over-management. I think there are too many instances of UNDER management. Your mileage may vary.

I could go on and on but someone should be responsible.

SW Austin sale numbers up 68%; median price, up 1%, days to sell, down 62% (to 22 days)
$1 Million and up: Y-T-D, sales 192 % increase, 50% (in sales, not price)

Ain't life grand?

Maybe we could gather and smoke expensive cigars.

SPANISH OAKS DESIGN GUIDELINES #4

Exterior Recreation or play Equipment

"All exterior recreational or play equipment, such as swing sets, slides, play structures, jungle gyms and similar equipment, must meet the intent and requirements of all sections of these Guidelines, including color. This type of equipment or Structures must be located in the least visible portions of the lot and must not be visible from the golf course, adjacent lots or common areas. The height of this type of equipment shall be limited to a maximum height of 8 feet above finished grade. All exterior recreational or play equipment requires specific approval of the DRC prior to installation.

Outdoor storage buildings, unless designed by the architect and submitted as part of the final design review, shall not be allowed. Other structures such as, but not limited to, barns, sheds, cribs, guest cottages, and in-law cottages shall be submitted as per the design guidelines and approved by the DRC prior to construction."

WHY THEY MIGHT NOT PUT A TRAFFIC LIGHT IN?

I think I have figured out part of the traffic light (Spanish Oaks Club Blvd) problem.

Coming down the hill from H-E-B, if the light had turned red and a line up had begun on 71 Eastbound, you could crest that hill at 60 MPH and slam into the rearmost car. And the 'valley' is too low for a high light on a pole.

Maybe a flashing yellow farther up 71 to warn when light is red would work, but I sure wouldn't want to be the rearmost car if that line was long!

BETTER ROAD MARKINGS

You're on Bee Caves road, coming to 71. The lanes have been clarified with better marking at that intersection. I believe there are four lanes. As you face 71, they are (from the Left to Right) LEFT TURN - STRAIGHT (into shopping center)- RIGHT TURN - RIGHT TURN.

SPANISH OAKS DESIGN GUIDELINES #3

More random notes from the design guidelines:

"To design buildings that seem to "grow out" of the site by responding to the climate, landforms, and native landscape."

"To create buildings that have a strong indoor/outdoor relationship."

General guide (heated and air conditioned footage)
Less than .50 acres: 4000 sf
.50 to .75: 5000 sf
.75 to 1 acre: 5500 sf
1 to 1.5 acres: 7000 sf
1.5 to 2 acres and up: case by case

I find that interesting, as our 4200 sf home sits on 1.5 acres. To imagine it 75% bigger just seems huge.

More guidelines:
Max building height (two story): 35 feet from natural grade to highest point on roof

Basic roof lines should not extend more than 5 feet beyond the tree canopy on lots with major trees (8 inch diameter base or more) Feature elements (towers) may exceed height restrictions with written approval of DRC.

One story home height limit: 24 feet

White limestone or very light stone as predominant stone for exterior walls prohibited.

Gutters and downspouts must be made of copper or lead coated copper.

No oversized or two story entries such as triumphant arches or enormous front door assemblies are allowed.

SPANISH OAKS DESIGN GUIDELINES #2

They REALLY did their homework. The guidelines are quite detailed. More random highlights (out of context, but interesting!)

No two or three car garages to be facing street.

No light spillover into neighboring lots. No uplighting.

Basketball hoops to be screened from view of street or neighboring properties.

Walls and fences to disappear into surrounding vegetation. Fencing or walls not to extend beyond building envelope (Boy has that one been unenforced or non-existent till now!)

All lots to have at least a two car garage.

Each lot to have a minimum of two guest parking spaces with cars screened from view.

River rock may not be used for rip-rap drainage treatment.

More as I dig deeper.

SPANISH OAKS DESIGN GUIDELINES #1

I could never transfer all that data into this website - it must run a hundred pages. All appears to be well thought out and clearly presented.

I thought that you might find excerpts interesting as I come upon various subjects in my reading, to give you a snapshot. However, remember that this is just a snapshot, and you might need the context to get the whole story.

My reading of this is that it's close to the original Brochure Description, which I capitalize, as that's what grabbed us, and we are happy to see it preserved.

In that spirit, there are new requirements for maintaining the natural look - and it covers the design of homes, the materials used, and the transition from natural to house-envelope areas.

To that end, I found this interesting.

The building Envelope is basically where your house goes. That's where man made improvements take place. No man made improvements are allowed in the natural area... the portion of your lot that lies outside the building envelope.

WITHIN the building envelope:

for lots .75 to 1 acre
14 hardwood trees minimum, min 6" minimum
7 ornamental trees
600 shrubs, 1 to 5 gallon

It seems obvious to me they are intending to get away from the sweeping lawns some folks have put in.

for lots 1 to 1.5 acres
18 hardwood trees minimum, 6" minimum
10 ornamental trees
700 shrubs, 1 to 5 gallon

There's lots more detail, but that'll give you a taste. Existing shrubbery and trees count to the total. But remember, this is WITHIN the building envelope!

IS IT MY IMAGINATION?

While walking Jessie this morning I couldn't help but notice something - the fiesta of loud distorted truck-radio Mexican music was missing from the tableau that is construction here in S.O. What a joyous noise replaced it. I could hear the wind... and myself think...

I wondered if this was a serendipidous moment, or a clampdown effect of new building regulation. Sorry, workers, we moved here for the natural feel in the Brochure and your music from a block away ISN'T IT!

POWER FAILURE

You know the part that says WHEN ONE LIGHT BURNS OUT THE OTHERS STAY LIT on Christmas Tree light strings? Must not have worked. Today at 2:15 we had about a half hour power failure.

I watched folks try to get into the Preserve through their electric gate. Nope. No can do.

I figured it was just Spanish Oaks or even just our street, where maybe the builders had cut service to hook up one of the new builds.

But Terri called and it was out at her work too. So was the flashing light on 71 and Spanish Oaks Club Boulevard and I don't even want to think about 71 at 2244.

It turns out the power failure was pretty widespread. They say a squirrel ascended into heaven.

BAD ICE

Even our driveway is coated. The dog slid across the slippery sheet of ice. Unless they sand and salt, you'd never make it down the hill, let alone onto 71. Cars were barely moving tonight. Tomorrow morning (Thursday) should also be very bad. Be careful! Stay home!

BUILDER MEETING TODAY

...as they get introduced to the new building specs. I understand I may be able to get a copy and if I can, will post what strikes me as interesting. You might get your own copy by calling or stopping by the office - I don't know for sure.

The yearly meeting will be in January and a newsletter will precede it I am told. So watch for that.

Also, I was told that the rear road is supposed to be gated closed on both sides, so, if you are tempted by an open gate to drive through, the automatic gate might trap you. Take food and water if you dare. And maybe that cell phone!

Landscaping

Dirt has been leveled, brown SPECIAL dirt has been laid and dozed. Now irrigation is being put in on the top right-side portion of Spanish Oaks Club Boulevard.

Update: now it's been hydoseeded.

A personal aside: we have now gone through 4 landscapers for our property. We have been dissatisfied with every one of them!

BACK GATE

Appears to be open at the top of Spanish Oaks Club Boulevard. Then you drive through the twisties and end up... at a closed gate.

Unless you want to commune with nature, it's a dead end.

At least that's how it was today (Sunday, December 4th.)

PETSMART

Today PETSMART opens in the Galleria.

I love looking at all the dogs - with customers or for sale. I like the smells too -reminds me of being a small kid and visiting the local pet store (not a chain) where there was an enormous tank of goldfish in the window (A kid points: "I want THAT one!") and cedar chip smell everywhere.

TRAFFIC

If you remember the BAND TRAFFIC, hey, you're about 50.

No, TRAFFIC... cars... they are out there and projected to grow in numbers. Great article in The Lake Travis VIEW about Bee Cave traffic (front page, Dec 01 edition.)

TxDOT expects Bee Cave traffic to grow from 30,000 vehicles a day to 90,000 in less than five years.

Yikes!

The article outlines proposals and plans: 71, 620, 2244 and Hamilton Pool Road are all slated for improvement or proposed expansion in the next year.

Other news:
The Galleria will see a Barnes and Noble and 16-screen cinema. Petsmart opens Saturday.
